The Constitution makes Congress Responsible
By refusing to accept responsibility for their failure to move the economy forward, many members of Congress have refused to accept the responsibilities and privileges granted to them by their constituents.
1) No President can pass a law that was not first a bill passed through the House and Senate.
2) A President can "pass" an executive order which can be reversed through Congressional action as a bill.
3) A bill can be vetoed by the President. A veto can be reversed by Congress and does not require the President to sign it into law.
